Turkey historically remained neutral, but did join the Allies just a couple of months before the war ended. Even though they had "Mutual Aid Pact" with France and United Kingdom prior(1939) to the German invasion of France, they did not take any action since they feared that might bring conflict with the Soviet Union. In 1941 after Bulgaria was in German influence, Turkey signed a non-aggression pact with Germany. Turkey's key to keeping up relations with both sides was that they were an important producer of chromite(key ingredient to make Chromium and Steel which are two of the six strategic resources in HoI4) which particularly Germans had a limited access to, and was even sold to the Allies. Turkey officially broke off their relations and trade with Germany in 1944. In 1945 along with the inaugural UN meeting Turkey officially joined the Allies and declared war on the Axis powers, but did not participate in any combat.

Turkey starts out as a neutral country regarding ideological standpoint, not particularly attached to any particular popular ideology, and in addition has a national unity of ~50%. The ruling party they start out with is CHP(Republican People's Party).

Turkey is the second biggest owner of Chromium and will greatly profit from exporting it, and use it to import other much needed resources. Chromium is also an essential resource for building Modern tanks, Battleships, Battlecruisers and Carriers which could be used to build a strong fleet.
