A puppet is a country whose politics are largely controlled by another country who has puppeted them.
In Hearts of Iron IV, only countries with a communist or fascist ideology can create new puppets through war. Puppeting also means installing a communist or fascist government.
Puppets have no control over their trade.
The Puppet will also be in the same faction as the pupeter
